"This set comes with one red 4502 Minifigure, Plume / Feather Wheel, 3 on
Sprue, which includes three different plumes / feathers. One of these plumes
/ feathers is included in a minifigure. Therefore, the remaining two are listed
separately in the Regular Items section."

As explained by Nubs, this is how the inventory is handled so this change request
will be rejected.
