Sets: Star Wars: Star Wars The Clone Wars

The official image from LEGO doesn´t show the "extra items" like Kama,
Pauldron, Rangfinders and Floodlights. Same goes for different sets also. So
question is, I know they are declared as regular. But I remember e. g. with the
plumes from old knight and pirate sets, if they are not used in the build, they
are not "regular regular" and you can neglect them.

So what counts here?

on a sprue, but here?

The accessory pack of course is not included in the set inventory, only the parts
that were on the sprue that are not included in the minifig inventory. I'm
sure there's a loooong contentious thread on this subject, but it seems nonsensical
for the unused sprue elements to be included in the regular inventory, especially
from the perspective of a used set.

Maybe the complete sprue should be included in the regular inventory (i.e. the
"new" complete inventory) and any elements used in the build be included
as alternates with any unused elements that aren't in the minifig inventory
included in the list of Extra Items.
