That means the shipping cost (and sometimes other fees or taxes) isn’t known
yet.
Canada is apparently one of the places where it’s complicated to calculate the
shipping and taxes, so “TBD” happens a lot there.
Depending on how the store is set up, either the full price will show when you
choose the shipping method and the payment method (step 2 and 3 of checkout)…
or you’ll need to wait for the seller to calculate it (after step 4).
If you don’t want to commit to the order without knowing the full price, some
stores have “Request a Quote.” That’s a button that shows only on step 4 of
checkout.
If you choose a quote, the seller will calculate the costs and send you a “quote”
(not an “invoice”) and you’ll be able to choose whether you accept it and make
it an order or refuse it.
The differences with a full order are that 1. quotes don’t reserve items (that
means they can be automatically cancelled when someone else buys the items),
2. you can refuse them, while orders are “final” and some sellers are not keen
on accepting cancellations.
So if the store doesn’t propose quotes and you don’t want to risk problems, find
another seller.

I will add one more thing given you are a new Buyer/Member to Bricklink.
READ: the individual stores Terms of Service.
1. There will be stores you like and don't like. You can favorite them for
future easy reference,
2. Some stores charge ridiculous fees such as 3% Paypal, 3% Bricklink, GST/HST/PST
based on provincial guidelines,
3. Some have handling fees, hidden fees and other fees,
4. Some have tariffs and some don't.
My point is lets say you buy a 200.00 set, that seller charges you 25.00 shipping.
Your cost will be 225.00 and it magically appears on your doorstep.
Lets say you don't read the TOS and that seller does charge fees and taxes
on the same 200.00 set. That would be 200.00+25.00+6.00+6.00+26.00(if you lived
in Ont-QB). That would mean the cost of the set would be 263.00 and that is without
consideration of insurance if requested which is likely 5.50 on 200.00 and shipping/handling
fee which appears to be 5.00 often.
Spend the extra 5 minutes to read the Terms, don't be impatient, don't
be a victim of the FOMO. Most sellers would also respond to messages of questions
you may have.
