if tracking dosent show the item as delivered, and the buyer says it has not
arrived, the only option is to give the buyer a full refund, if you dont, the
buyer will file a claim with paypal who will take it out of your account and
then charge you a chargeback fee (usually around $20).

If etc. means a few small parts, most likely did't make it through mechanical
sorting machines.
If regular mail means no tracking, then just fully refund buyer and make them
whole. move on.

Sorry to hear this happening.
In Canada, I ship 80% or my orders for parts without tracking with a regular
mailer (I whip with regular mailer up to 300g). So for example
Order value $30
Shipping costs: 3.15
Extra cost for self coverage: $1
When buyer says he has not received, I request him to wait a few more weeks and
let him know delays may happen and if he does not receive it by XXX then I give
him a full refund.
Out of perhaps 1000 mailers, only one time buyer claimed he never received.
If I understand well, the cost of shipping with tracking is just a little bit
more than without. In Canada, I can ship a mailer 100gr. to anywhere in Canada
for $2.75 however if I want to add tracking, it starts with $15 CAD. No, this
is unnecessary and buyers in Canada are happy with paying less for no tracking.
When a package is lost, in most cases I try to find the items from my collection
and reship the order.
Occasionally, I may add tracking if the item is ultra rare, of the value of order
is high.
I charge $1 extra as self coverage. These extra cost I charge buyers make up
for that one single mailer that will get lost. We call is self coverage

yes, after a full refund is issued, (and if not done on bricklink, then you have
to click issue refund on the order to "tell" bricklink you refunded it)
then you can click edit order on the bottom of the orders page, set payment status
to none and order status to somehting like ready, then save then set status to
pending and save again then you can cancel the order.

Yes, you can cancel an order once it's fully refunded and you set the paid
status to Not Yet Paid.

BL refunds the sales tax by the way. But I'm afraid you're out of luck
with the PayPal fees. And of course you should not refund "some" money
but the full amount.
Refund the buyer, and never ship anything untracked again. Chalk up the loss
to a lesson learned.
The refunded sales tax will be refunded by Bricklink, not you. PayPal no longer
refunds their fees, although a few sellers have posted that they have received
PayPal fee refunds.
