A buyer in Italy has reported that he cannot buy anything from my store as he
gets the error:
"Seller does not support orders shipping to Italy when the total is equal
or less than £150"
I have not set this limit, does anyone know where this limit comes from? I have
checked my minimum order settings and they are set to £1.

There must be something wrong with your payment settings. To allow Bricklink
to process the tax, you should support PayPal OnSite, which you seem to do for
both within UK and outside UK, but probably a default mapping is not yet correctly
configured to this payment method. Correct that, and the message about 'shipping'
will be resolved.

At least here from the USA it appears to be the "visual" error that causes
the "does not ship" message to appear wrongly.
My understanding is that it can be resolved by disconnecting and reconnecting
to your PayPal account.

+1 and if that dosent work, upgrading your PayPal account to a business account
and trying again
