I am attempting to putting together a complete set of parts associated with the
train set 7727.
The catalog of parts shown on BrickLink (https://www.bricklink.com/v2/catalog/catalogitem.page?S=7727-1#T=S&O={%22iconly%22:0}
) has 3 sections - Regular Items, Extra Items and Counterparts.

The Regular Items section shows that I need part number 73090a*2 and the Counterparts
section lists part number 73090apb01*2.

Does this mean I need 73090a*2 + 73090apb01*2, meaning I need 4 of these weight
components?

However, to answer your question directly, you only need 2x 73090a, the pb01
model is just that part number with the unique sticker applied.
