I had to cancel several orders due to long delays or high shipping costs. I can't
figure out how to relist the canceled items. I think I have to do it manually.

Apparently not. On orders, I have "Manage Refund" and "Report a Problem,"
and when I click on "Report a Problem," there's nothing I can do
to put the items back on sale.
Even if I go through the "Order Problem" page, nothing either.

When the order is fully refunded and the payment status is set to none, you can
file an order cancel request and then when you complete it and cancel the order
you will have the option to have the items relisted

Then you didn't cancel the order properly. Open the order, click on Edit
Order at the bottom, change the Payment Status back to Not Yet Paid and the Order
Status back to Ready and click Submit Changes. Open the order again and there
should be a Request to cancel button, go through the process and the items will
be added back to your inventory.
