If the order was paid with an Onsite method (PayPal Onsite or Stripe), then the
seller has to refund before they can cancel because BL knows the status of the
payment.
Otherwise, BL only knows what the seller tells it, and the seller can change
the payment status as they wish, even if they didn’t really refund.
