If you mean “should” as “have to,” then, no bank transfers don’t have to be free
in Europe (or SEPA, or EU). It’s more subtle:
– Bank transfers in EUR in SEPA (Single Euro Payment Area, 38 countries) should
cost the same as domestic transfers.
— In EU (27 countries), a seller can’t charge more than the real cost in general,
and, in some countries, can’t charge differently for different methods or can’t
charge anything at all.
But if you mean “should” as “one has to be dumb to still use a bank that charges
for transfering money in EU,” they yep, you’re right

years I have had my Belgian bank account
