The best thing you can do these days is be aware of the scams, know what to look
for and not fall for a scam yourself. I tend to delete such messages and stop
list the account. There seems little point in reporting them when bricklink does
nothing about them when reported.

Hi - We take all reports seriously and while you may have received an email indicating
that the account did not violate our Terms of Service, phishing is against our
Terms of Service. We have taken action against the account based on other reports
so sorry for any confusion caused by this.

You're working with what you've got, and the reporting mechanism is limited
in it's scope. It appears that it was specifically designed to report
stores/items because the header on the moderation review emails says Item Allowed
when I'm reporting a buyer only account for phishing.
