I got a 7715 box set in year 1990 and found a second light gray plate 6x12 in the box.

This could be a packaging error, more evidence would be needed to add it.

How do you know it is produced in 1990? or do you mean you bought it in 1990?

I have had two new 7715 and have seen and have photos of multiple copies. This
should be a packaging error.
