Are weapons required for a minifigure to be considered complete? my understanding
was only gear attached the figure such as helmets, shoulder pads, back packs,
ect.. are required for a figure to be complete, not weapons, which tends to be
listed as set parts. am i wrong in this assumption? Any help would be appreciated.

no, you only need what is listed in the minifigures inventory for it to be considered
complete.

You are right about what is needed to complete a minifig for BL's terms.
The issue comes when buyers are accustomed to purchasing from that website near
the ocean and most of their figures are listed with accessories. When those buyers
come to BL they think that we are overcharging because we aren't including
those parts. I get messages at least once a month asking if I'll include
the accessory. My response is always the same; "Sure, for the additional
cost of the part."

Just tell them they are ordering off the a la carte menu and not getting the
Happy Meal.

Personally, I've solved this problem by parting out most of my minifigs.
Slower sales, more educated buyers are the result.
