I have a buyer who placed an order, did the instant PayPal checkout on March
1st but it is still pending...
Surely PayPal doesn't take this long to release funds? it's now April!
I have tried to contact buyer stating I can't post until funds are cleared
with PayPal. They are non responsive. I now want to cancel the order so I could
re sell the products in limbo but now can't see an option to cancel as Bricklink
deems there no issue with this transaction as it looks like it has been paid
for, but hasn't..

Sounds like the “paid!” Glitch that has been happening lately, go to PayPal,
void the payment (you may need a business account to do that), go to the order,
click “edit order” on the bottom of the order page, then set payment status to
none and order status to pending. Then you can either reinvoice the buyer or
cancel the order

Perhaps try contacting PayPal, or upgrade to a business account
