The problem I’m having is with the verification form not pay pal though so I

If the submit button (or similar) is grayed out then it could be for several
reasons but the most common reason is not having properly connected a paypal/stripe
account. what specifically is the error you're getting? you say it says "declined"
but that is a bit vague so some screenshots of the error might help
