I am looking to buy from a seller but none of the sets have boxes or instructions.
These are all Star Wars sets. What is a reasonable amount of the retail price,
as a rule of thumb for making an offer? I don't want to offend but I also
want to get a fair deal. Thanks in advance.

Bricklink isn’t really an offer site, a very small amount of sellers may work
with offers but in general you look up the set you want, view all the options
for sale and choose the one you want and you pay the full asking price
