I am not sure if this is the right place to ask for help on this topic!

This would save me so much time and stress and I can get buying.

For the longest time I have been searching out the best build for a Power Pylon.
I found this one... https://www.bricklink.com/v3/studio/design.page?idModel=138835
I am assuming the part list is available but I cant access it? Or is this
not accessible? From the 3d Render it looks like a list should be available?
Can anyone help me? Am I missing something?

contact the designer directly or see if instructions are available on rebrickable

Hi,

The design is “Display Only,” that means the parts list is not available, nor
are the instructions, and even less the Studio file.

As it doesn’t seem there’s any potential IP issue, it must be a choice by the
author.

So, you may ask them by PM… but they haven’t uploaded anything since late 2020. 
Maybe try on Rebrickable or looking for them elsewhere.

You may also try to re-do the model in Studio.  The 3D model view gives many
details.

(I would note that the bars/hoses are holding with a prayer and the structure
is open/free (nothing to hold the “arms” at the points).  It’s pretty but maybe
not really buildable.  Personal opinion….)

Doesn't look like it would be too hard to reverse engineer if you can't
get instructions from the designer. It's got some iffy connections though
(bars and hoses "attached" to clips etc.).
