No, “100% complete” means that it has all of the parts required to build the
set, as per Bricklink’s inventory list for the set. It doesn’t necessarily mean
that the set includes instructions, extra pieces or the original box, but it
must have all of the minifigures.
Most sellers ship sets unassembled - it’s easier to ship, allows for a proper
verification of the parts and allows you to have the fun of building it yourself.
