I've just parted out two of this HP set, and both had 2-2 of the highlighted part instead of the 2-2 qty + the 1-1 as extras. So I think this part as an extra part was mistakenly added to the set's inventory.

Thank you for bringing this to our attention.
We usually don't remove extras because they may vary between production runs
and/or factories.
In this case, though, this extra is very unusual, especially for this year. It
may have been an oversight or packaging error, so we have decided to approve
this change request so that this extra is removed. If a sealed set ever shows
up with an extra of these, it can be added again.
