Hey,

I'm trying to order from a shop with terms listing shipping prices to my
country (France), but when trying to place the order I can't proceed and
have a message displaying "Seller does not support orders shipping to France."
I've tried contacting the seller (through the contact button on the shop
and through the contact member for the shop's member/owner), but both options
end up with "Your account does not have permission to send messages"

Have I done something wrong?

No, you've done nothing wrong.

You cannot send messages as there is a (temporary) ban on new accounts sending
messages due to spam.

The store probably does not use PayPal onsite or does not have onsite payments
so the VAT cannot be collected. Does another store have the items you want? If
so, buy from that store instead.
