It's just you can't sell / advertise as being a buyer.

No, the forum is open to everyone, provided they respect the ToS.

In your case, Terms of Service, section 16.5: “You cannot offer items for sale
which are not listed in your store on the Site.”

Simply put, BL gets a fee from sales.  We can’t authorize people to come on the
forum to advertise items and sollicit out-of-site sales.
You aren’t a seller yet, so you aren’t materially able to make a sale on BL. 
Therefore, any sale you could make now would be outside of BL.
