I’m not saying you should accept more cookies but the symptoms you describe often
happen when the cookie banner is blocking the navigation but is invisible.
So, by going to the page, the banner won’t try to show again.

When you deselect "ALL" you lose the ability to navigate beyond what
is shown.

Disregard my first answer, I hadn’t experienced the problem yet.
And if you want to see the banner, just clean your browser cache and cookies
and you should see it… but I don’t really see the point of doing that

Come on, log out, close the tab, the windows, empty cache, remove cookie, close
the browser, reopen.
