What's the best way to find/buy the pieces I would need to make the tuxedo
cat (21349) all white? I've found the part list, but trying to replace all
the black pieces with white ones would end up costing more than the original
set (I haven't purchased it yet) but I can't figure out from the instructions
all the pieces that would be on the exterior.

Buying a complete current set as parts on the secondary market will nearly always
cost you more than buying the set. Similarly, switching colours will also cost
more unless the parts you are replacing are particularly expensive and being
replaced by cheap ones.

You probably have left it too late. You will need to work through instructions,
create a wants list, order all the parts, have the sellers pick those parts,
pack and ship them, then waiting time in the postal system at a busy time of
year, receive them, unpack and check the orders, and box them up. All this,
without making a single mistake.
