If you check the order details, you'll see that your buyer paid $3.50 in
state sales tax. Bricklink collects and remits sales tax to the states. In paypal
it's shown as "partner fee".

To be clear: you (mihecvcn) weren’t charged, it’s your buyer who was charged. 
It’s on top of your total.
(Well, you paid the PayPal fee on it because PayPal charges their fee on the
grand(est) total but that’s cents.)

So BL remits the sales tax to the state so that would mean I don't have to
report the sales tax as a business? So does BL send you a 1099 in January?

I think you're confusing two things, a 1099 has nothing to do with sales
tax, it's for income tax.

You won't get a 1099 from BL because BL isn't processing payments. You
may get one from PayPal and/or Stripe.

Sales tax would be a business expense, at least that is how I've handled
it.
