It is because the account is new and new accounts have been sending scam messages
and spamming a lot recently. Why do you need to contact other users? Many stores
will have instant checkout these days so you should be able to find a store to
buy from knowing costs up front.

send a message to the seller asking for a shipping quote. In the listing there
is a comment from the seller, saying to contact him in case shipping is not quoted
automatically. So, how to reach out to the seller if I cannot send messages due
to being a new user?

pardon me, not to be rude, but did it occur to you he was buy used products?
I'm having this same issue because I want a picture to see how bad the damage
to a used figure is. but I cannot send messages and therefor I cannot get any
information on a figure I want to buy.
