Could be but if you really want to cheat you can also easily pick up a photo
somewhere from the internet and mail it.....who will check this?

I think the best action would be to report them to the admins.
If the store is legit, they can continue not being named and shamed.
If not, the admins are aware right away and investigate the store and put in
the right action to prevent from buyers being scammed.

they are not close by is a red flag.
It is VERY common for a set buyer to ask for photos. Happens to me at least 80%
of the time and even higher when we are talking about things like Titanic, AT-AT,
BDP and so forth.
To cancel an order immediately when asking for a photo is a huge red flag, because
that is to be expected.
ToS is also pretty clear that for a person to advertise something they must be
in possession of it. That seller says "its in storage" and its a grey
area, but this entire post sounds more and more like a 3rd party seller.
