a non-shipper alert. Just after this I received the parcel back with a note from
the German postal service to say that the parcel was un-deliverable at the address
given (the exact address provided by the buyer).
I've tried to contact the buyer for an updated address or to refund the purchase
but they haven't responded. I can't re-ship to the same address and it's
now been too long to refund on Paypal.
I'm not sure what to do as support keeps asking me to either re-ship (which

automatically do through Paypal). Any ideas?

This is no way to handle such a matter.
Regardless how long it has been. This seller may have been going through some
personal issues, there may have been a couple of months of communications with
the help desk to assist.
But 2 facts remain. (1) the Seller wants to do the right thing (2) The buyer
is uncontactable because of the addressing issue.
Buyers and sellers are required to give the correct store information which includes
the physical address for shipping/receiving. It is simply not good enough for
the Help Desk to say "re-ship it".
If there is a clear issue on the address then Bricklink should be reconfirming
this buyers address with that buyer. If the buyer does not respond then suspend
that buyer, if the buyer does respond and that address was indeed wrong then
the NSS should be removed and it would be expected of the seller to issue that
refund because I think it would be highly unlikely that buyer would still want
the set/parts of this amount of time.
If the buyer still wants the set/parts he can re-order.

Really appreciate the input here. For info the order was for a single part at
£4 with £4.40 shipping to the EU. I run a very small shop as a hobby and it's
my first time getting a non-shipper alert so mostly I just didn't know what
to do. The buyer also never messaged me to ask about the shipment just went straight
to NSS alert which seems a little unfair.
Anyway, would love to sort this out even if I refund the full amount (as it's
only £4).

future. In this case I'd be out 110% of the order value on the shipping due
to an error on the buyers side.

Don't take small foreign orders! If they claimed at PayPal, you be out both
the goods and the postage.

It's too late though, after almost a year, isn't it? As a problem order,
it might still be in the BL database but the PayPal window for refunds will have

Anyway I'd be you, I'd:
* as you can't refund the buyer, send a personal (friends & family) PayPal
payment to the buyer of the exact same amount,
* put the transaction ID and a screen copy of it on some website (Imgur for example)
and the link to this screen copy in the NSS discussion,
* ask he administration to release the NSS with this proof of re-payment - you
may have to open an Help Desk Ticket (don't forget to include details, explanation
and the order number) so they can remove the NSS.
