I filed a NSS against a seller and BL sided with me - seller's store is now

I filed a refund request from PayPal. He offered a 20% discount to avoid having
to issue a full refund and me having to avoid sending the items back. I went
on BL and instead calculated the cost of 'used' equivalents for the items.
His 20% discount is short of what he should refund me based on the calculation
- he owes me more like 40% of the original value charged.
Instead he went ahead and filed a 25% discount on PayPal, which I am pending
to accept. I instead feel like I have a case to fight his argument and instead
ask for a full refund, if I don't accept his current refund offer.
However, what complicates things is that the seller is from Canada, and shipping
back to him will likely cost USD30+.

How much was the original value of the order?
Paypal does require you to pay return shipping as part of their money back guarantee.
Then the case can take a month to resolve. If you lose, you have to call and
file an appeal.
The not as described claims are usually much more of a pain than lost in the
mail/never shipped claims, because the person reviewing your claim has no idea
what they are looking at.
If that fails, then you have to file a dispute with your credit card company.
I have had to go through this process with Paypal one time in twenty years and
wouldn't go through it again unless it was worth a significant amount of
money.
I pay for all of my US purchases with AMEX and would just go straight through
the credit card issuer if I ever had a problem in the future.
In my case, the seller was extremely recalcitrant and drug the process out as
long as possible. In your case, it seems like the seller wants to work with you
at least.

Seller reached out and offered a refund of USD.
I calculated the value of the used items based on BL listings, picking the best
listing in order to be kind to him for offering the refund. I even assigned a
value to the one item that was unusable anymore, also despite the fact that I
had already sourced a similar item from a different seller.
I sent him the calculation and based on a calculation that is in his favor, he
owes me a refund of between USD30 -40. Instead, he sends me a take it or leave
it refund offer of USD 20. Almost as if he were insulting me.
I refused the refund and he escalated the case. It is now pending with PayPal.

Update:
The seller offered USD20 compensation for a USD74+ transaction. I declined. Seller
then escalated the case to be adjudicated by Paypal.
I uploaded several messages explaining my side.
I uploaded photos of the minfigs which are all clearly used (smudged, discolored,
wings folded, etc.)
I referenced values on BL supporting my valuation of the items that he sent me,
and the calculation of the residual refund owed. I even pointed out that I was
generous in my valuation, assigning a value to the clearly garbage item.
On the date of the deadline for resolution, Paypal sent me a notice that they
have closed the case in my favor. I was sent notice of a full refund. No instructions
were given to return the items (even though I mentioned over 5 times on the message
thread that I would be willing to return for a full refund.
