Just opened my store yesterday in the United States and I'm getting the message
"Seller does not support orders shipping to [state]". Looking at other
forum posts this usually seems to be an issue of not having onsite payment setup
for sales tax. I already had PayPal connected so I've tried a few different
things:
Disconnected and reconnected PayPal to Bricklink
I didn't have an account connected on PayPal yet so I added that
Double checked account, email, and phone number are verified on PayPal (as far
as I can see nothing needs any more verification but maybe I need to contact
PayPal support?)
Looked to see if my PayPal account had and other restrictions or limitations
since it is a newer account but I didn't see anything
Disconnected and reconnected PayPal to see if that changed anything
Waited 16 hours to see if maybe a system had to update overnight or something
Disconnected and reconnected PayPal again
Still no progress so I'd really appreciate any assistance. I figured next
step otherwise would be to reach out to Bricklink and PayPal support. Thank you
for your help!

Did you register with a business license that you got from opening up your business
with the state in order to pay taxes as a business? I am pretty sure I got that
same error when I just ha d a personal account. The only way to fix this was
register as a business with paypal and linking that to my business bank account
at my bank. I don't think they accept your personal social security number
as a number, it has to be a business number.

Not sure if you need to switch to business PayPal account to get it working,
but you are not required to get a resale or business licence unless your local
gov requires it (paypay will take your ssn# as business ID). Since brinklink
is collecting sales tax for you, no requirement for Resale Lic. unless you need
it for tax exempt / wholesale purchases. You file state and federal taxes under
a sole proprietorship.
Yes to the above, although you might (will?) need a business license in order
to collect sales taxes on any non-marketplace sales in your home state.

I don't think this is necessary. I am registered with the state of NJ as
a business but I don't have a business PayPal account.

the “Seller does not ship to..” message appearing on our page. Bricklink support
says it is a know issue they are working on and (at least in our case) buyers
should be able to make purchases regardless of the message (and we have had a
few orders since the error was first noticed).

The OP's seems to work just fine as well. (I will say however that given
the limited inventory a minimum buy of $5.00 might not be workable.)

the minimum just at $5 while I get my feet under me in case there were any hiccups
(exactly like this). I have some more stock that I'll be adding in the next
couple days now that I know things are working. Thank you for the advice though!

I'm wondering if your "doesn't ship to" message problem resolved
itself or if you needed to do something extra. I'm just opening my store
and it appears I have the same message despite having PayPal set up. Hope all
