It is my understanding that each seller has a feedback forum where someone can
post a positive, neutral or negative feedback. When I go to a sellers feedback
forum for a seller I cancelled and order with I can’t find a POST like link anywhere
to provide feedback. If I go to the cancelled order itself I don’t see any option
to provide feedback. I’m sure I’m just missing something but I can not figure
out what it is. Any help is appreciated.

As the feedback against you says you didn’t pay it’s likely a NPB was filed and
completed which means you can’t leave feedback for the order

As this seems to be a NPB feedback, you had a minimum of 12 days to deal with
the seller then and work out the situation. Now it's too late and there's
nothing you can do about your feedback and you cannot leave any either.
