I also had a problem a few months ago with a buyer using a second account to
circumvent my stoplist. The help desk took about a week, but they deregistered
the second account. The second account couldn’t/didn’t leave negative feedback
but the help desk reply said to contact them if the buyer gave me any more troubles.
I don’t think they can leave negative feedback from that account once it’s deregistered.
If they do, you can ask the help desk to remove it.
If the order is unpaid, it can’t be marked as NSS, right? My buyer paid and I
fully refunded him promptly and left the order in cancelled status. I would leave
the order be, refund it if the buyer pays, wait for the help desk to… help.

I suspect the buyer will open another account or try something else.
