It could be rationalizing but it seems to be that:
— for those without the comma, ‘minifigure’ is an adjective,
— for those with the comma, ‘minifigure’ is a reminder of the category.
Also:
“Minifigure Scarf…”: it's a scarf that goes directly on a minifigure.
“Minifigure, Plume…”: it's a plume, it doesn't go on the minifigure,
it goes on a minifigure accessory/wearable.
A quick look from a download from a few weeks ago gives:
— about 8,000 parts with a comma,
— 655 without, and it's all “wearables”: armours, beards, capes, costumes,
footgears, skirts, wings, etc.
It is also weird that legs and torso assemblies don't have minifigure in
the name, but mini dolls do have mini doll in their title. Although it comes
after legs / torso in the name.

I believe it is to shorten the Item Name on these parts. We only have so much
space and lots to describe.

Yes, I understand why but this does cause an inconsistency when searching. "Minifigure
legs" without the quotes does still work but it picks up all sorts of parts,
and the basic, plain legs are a long way down the list. Of course it is easy
to get around if you know how and you search within the category instead.

The admins have to work with the tool set that exists for them. So, there's
a balance sometimes between consistency and functionality.
There are many ways of searching and advanced search tools. Searching within
Category is the most basic one in my opinion. In your example, one item may be
more difficult to find, but 2280 Decorated Legs and 6329 Decorated Torsos have
more room for description in the Item Name making them easier to find.
The admin really do make careful and thoughtful decisions about things like this.
If you go hunting for cause and effect results of these decisions, you are going
to continue to find them. Keeping the big picture is mind is helpful!
