You’re going off alt. builds? Lego was well know at the time for creating alt.
builds that can’t be built with the included parts.
Take
 
Set No: 4920  Name: Rapid Rider

35 Parts, 1 Minifigure, 1 Book, 1999
Sets: Rock Raiders
for example.
As you can see in the pic from the back of the box, it shows using part
 
Part No: 4286  Name: Slope 33 3 x 1
* 
4286 Slope 33 3 x 1
Parts: Slope
to complete it, but it’s not in the inventory and was never included
in any sets.

So in my mind this change should not be accepted.

The official LEGO inventory data confirms it.

And a MISB inventory on Peeron.com confirms it:

So, until someone opens a sealed set to confirm the inventory, I will trust those
sources and the instruction book (which the inventory was based on) over your
opinion.

In general, the LEGO Group has been pretty consistent about not putting pictures
on the box of things that can't be built with the parts inside. I know there
are exceptions, but alternate builds have consistently used on BrickLink in the
past to help prescribe what is included in the Regular Items section of the inventory.

I'm guessing there was a slight redesign after the box photography was done.
The picture of the catalogue item shows 2 3x1 33 slopes, but the instructions
show 2 2x1 45 slopes.

It's also possible that the instructions are wrong (and the inventory was
confirmed by using the instructions).

You where right the first time, the 3x1 33 slopes where used in product pic,
but not in the set.
