Hi,
What are the rules (not opinions) for a buyer who is selling on eBay but purchasing
directly from BL stores and having them ship directly to their customer? In other
words, they do not have the stock themselves or a BL store.

perfectly allowed both accordingly to bricklink and ebay. but on bricklink you
must have the inventory you sell however dropshipping from bricklink stuff that
you sell on ebay is allowed

Zero problem.

Apart PayPal, for which the payer should be where you ship, otherwise no seller
protection.
If you accept this (very few) risk, then it's fine - it's business.

They buyer is doing what is called "dropshipping" (if you want to google
it for more info). There is no prohibition although certain sellers dislike selling
to dropshippers.

It is allowed. If you think they are targeting your store and want to get more
out of it, then you can increase prices, or use a store minimum. And when you
send the items, include advertising for you bricklink store.
