I have a question about Bricklink's fees.
A buyer asks for the shipping costs using the "quote" function and at
the same time wants a discount for the item. If I now enter a discount in the
"credit" section, will Bricklink take this into account when charging
fees?

No, Bricklink will not take such a credit into account for calculating fees.
Fees are calculated over the amount that is listed in the order total field.
Any amounts entered into any of the other fields (shipping, insurance, additional
fees, credit and taxes collected by BL) won't be taken into account when
Bricklink fees are calculated.
If you don't want to pay fees over the discounted amount you'd have to
either lower the price of the item or put it on sale.

No; fees are calculated on the total price of the items.
Credit, shipping, insurance, additional fees 1 & 2 aren't considered in the
fees.

That's written in the Help page I guess?
But then the calculations for exports are no longer correct.

I have not found anything about this.
When I sell items to the US as an EU seller, Bricklink charges sales tax according
to my list prices. However, if I give the buyer a discount using the "credit"
function, the sales tax is not adjusted. I see that correctly, don't I?

The same applies to the calculation of VAT within the EU.

Those aren’t “fees,” they are “taxes.”
Taxes are calculated differently than fees. Also, shipping may or may not be
included in taxes but they are always excluded for BL fees.
(For instance, shipping is included in the EU import VAT but it may not be for
some US states or other countries.)

I know that this aren't fees. I only realised this aspect after I received
the answer to my first question.

If it's just one item you can simply lower the price

Not sure if this is allowed but if you would get the buyer to pay in full then
refund the amount of discount then i believe fees would be recalculated.
To rpeeat, not sure if this ok to do or not.

But then seller would lose the PayPal fees (which aren't refunded) on the
refunded part.
