Does BrickLink's IOSS number change?

I use ShipStation and have entered BL's IOSS number into their system. However,
for privacy reasons you can only see the last number of the IOSS # you entered
so I have no way to verify that it is the correct number later on.

I shipped out an order towards the end of last month and have just received a
msg from the buyer that they had to pay for the VAT again because I didn't
enter the IOSS number correctly. So my question is has the BL IOSS number changed?
Of the 20 or so int'l packages I've shipped this year this is the first
time I've had a problem with the buyer having to pay for VAT a second time.
I can't imagine that all of the other packages had a problem and none of
my buyers said anything so either the IOSS number is different or someone at
the Denmark import offices doesn't know what they're talking about.

It's also possible that the IOSS number wasn't transmitted correctly
by ShipStation even though it was entered correctly.

I'd be surprised if the IOSS number changed.

Just checked the IOSS number from an August 2nd order against a much older order.
The IOSS number is the same: IM2080000121

It could also be human error at the PO/customs.

I've been charged taxes on Bricks and Pieces orders multiple times by the
PO/customs even though I had already paid the taxes when making the purchase
from LEGO.com.
