Hi,
1. “Completely IOSS compliant” doesn't mean much because there's multiple
ways to be compliant and some still mean there's taxes to pay at reception.
If you mean “the product is less than €150 and VAT was paid to BL and the IOSS
number was correctly sent electronically,” then, indeed, Customs (and/or postal
services) should not charge any other tax or fee.
