Is there any reason these can't be the same entry? The red part is the same,
being the "bottom" color, but one is listed using the "top" color
and the other the "bottom" color... I.e. 61807pb02 in red = 61807pb01
in yellow?

Yeah, I think both are marbled red.

01 is Milky White with Marbled Red Pattern
02 is Red with Marbled Yellow Pattern (main image)
and the second image in 02 show a Yellow with Mabled Red Pattern (that one should
be split into 61807pb03 instead)

I think there need to bee more resurce about this before you jump the Merge or
split g

Marbling varies by part.

I have both of them. They have the same exact main design number, the same sprue
mark location, and the red is added to the mold second in both instances. That
is enough for me to know they are enough the same to only need one catalog entry.

(There is one tiny difference. The red/yellow one has an additional design number
of 90795 added to it near the tip of the blade. This means that the mold was
updated with a new number for some sort of tracking reasons when the red/yellow
one was manufactured, but it was the same old mold used for the original. This
is quite common in many marbled Bionicle parts.)
