I think the VR on was a test print?

I searched for shell and didn't see any yellow sticker ones.

The tile in the upper-right, was a variable number. It was something that LEGO
was testing, possibly in conjunction with lego.com. I'm not remembering the
exact set it came with tho.

The Shell one I didn't find either, you could look through town sets with
"Tanker", "Gas", or similar terms, there's quite a few stickered
(counter)parts missing in the catalogue.
I also looked for the ticket thingy (right middle), didn't find it in the
1x2 tiles; either it's on the wrong part or not in the catalogue.
