Hello, As a gift I received the City Gardens Set. The person that gave this to
me tried to build the first 10 bags of the set and gave me the rest which are
unopened. Now that I am looking forward to finish the set, I am realizing there
are some pieces missing in the sections that were initially built which is roughly
the first book of the set (out of three). I am now page by page looking at missing
pieces but I was wondering if there is a more efficient way of doing this or
perhaps buying the opened bags all over again.

People generally don't sell whole bags from a set. It's going to be
a tedious process - but far less exepensive for you too - to go through the instructions
and find out what is missing and then put them in to a "wanted list".
The people that have parted out this set will very likely have what you need.

Opened bags are going to be too expensive and availability is scarce.

I'm not seeing very many unusual parts.

If you do want to complete the set authentic, you are going to want to buy all
the parts from a few stores all at one time to save money.

I would use used LEGO to make substitutions. (maybe same mold but different color,
maybe different mold but close enough)

I would learn how to use Brickstore, a software program that allows you to import
the inventory of a set. Whenever you make a substitution, you can copy that missing
part into a Brickstore file and then upload everything to a new wanted list.

Once your parts arrive, disassemble your model and reassemble it with all correct
parts.
