It allows the container to flex so that it doesn't explode if dropped on
the ground. Also it allows any gas build up to occur and the dimple will take
that on board. On older milk containers sometimes the dimple is protruded due
to the non-harmful gas build up.

I have been living in Canada for more than 18 years, and I have never seen milk
sold in a bag (and yes, I do all the shopping for our household). Is this some
regional quirk? Looks hillbilly - and I thought I lived in red neck county...

It is a fundamental principle of democratic government, enshrined in the Constitution.
Article VIII, Section 2:
All fresh Dairy Products shall be packaged in Paper or Plastic Cartons. On
the side of each Plastic Carton shall be imprinted a small round Dimple allowing
for an increase in the Volume of the Carton in the event of a sudden Force or
excessive Pressure from within.
