I have recently reopened my store with a focus on selling sets rather than parts.
Can anyone provide me guidance on settings so that I can issue an invoice rather
than pay now as many of the sets are larger than basic and require individualquotes
for postage costs as currently customers are being significantly under charged
on postage.

In your shipping page of 'store settings', just have the 'request
an invoice' for domestic activated.

You can set a minimum weight for it as well.
