The two blue plate appear to be molded into the white part and that ring of words
says pat. pending 2017, lego 2017, china, mlf johk, and 52011 (which yields nothing
on a bricklink search. The numbers on the bottom of the blue part of the piece
say 3022 (also yielded nothing).I searched the bricklink database for white and
blue pieces released in 2017 & 2018, but I've found nothing on this piece.

Any help would be appreciated

Yes, that pencil set looks like it has your part. Since you have the part on
hand, you can add it to the catalog. That's actually what I did with those
other pencil grippers since they weren't in the catalog when I looked for
them last November.
