I'm a new seller on bricklink. Recently a buyer buys some reserved minifigs.
So I refund the buyer and we agree to cancel this order, I tried to fill an order
cancelation request but I can't, I put this order to packed to be able to
fill an OCR but nothing change. Another buyer waits and I really dont know what
to do. (The buyer told me to put this order on shipped so he can delete it but
it feels odd to me).

You've got to refund it 100%, then change the order to NOT paid, then you
can cancel the order.

If any item in a store is reserved for someone, then only the person you reserved
it for can buy it. Are you saying that there was a glitch in the Bricklink reservation,
or you just forgot to reserve them?

I'm a new seller, I don't know how to use all features, I just put RESERVED
as a description for the minifigs. Those figs were unoficially reserved, but
with the wrong buyer we both agree to cancel the order. Now I refund 100% of
the command but still can't fill order cancelation request. Don't know
what to do, I don't know if there is a real problem or if I just don't
do the right things to cancel this order. Ty for your response
