Probably not Lego (?)
Torso and legs are connected, but arms and hands are not.
As far as I know, Lego never shipped minifigs that way (other brands do)

I try to go to as many fleamarkets etc as possible and the fake Lego minifigs,
like these, are almost always packed in this way. Torso, legs and head connected,
arms and hands unassembled.
So to me this minifig is a fake.

It is clearly a fake. There is no LEGO logo on the studs of the tile.

These fake figures often come packaged like that. Torso and legs attached, so
that the print is continuous and joins at the waist, and hands need to be inserted
into arms. Sometimes the arms are attached, sometimes not, depending on the company.
