| Please make changes to the following inventory:
* Delete 1 Minifigure fab2e Fabuland Bulldog - Bertie Bulldog (Fireman), Brown Head, Red Fire Helmet, Blue Top
* Add 1 Minifigure fab2k Fabuland Bulldog - Bertie Bulldog, Brown Head
* Add 1 Part x622 Red Fabuland Figure Headgear Fire Helmet

This set was sold with the hatless figure in the plastic insert, and two loose helmets within the box.

The fab2e figure is obsolete and should in fact be deleted from the catalog altogether.

Thank you for bringing our attention to this situation.
I have discussed this with the other admins. The rules for minifigures (which
Fabuland figures are considered) must be included in inventories in whatever
built version (not including tools/weapons) that occur earliest in the instructions,
not considering the set image on the front page. It doesn't matter how the
parts are supplied in the box.
Ignoring the front page of the instructions, the figure in question in this set
occurs first with its black police hat on page 2. Therefore the correct inventory
must include the version with the police hat, and the fire helmet will be a regular
part.
Therefore, your request to add the figure without headgear will be rejected.
I will update the inventory to be correct as detailed above.
