There was an announcement a few weeks back (via Pirate Ship) about certain discounts
being relaxed/removed for the 2023 holiday season. No notice that they will come
back in January. USPS new model seems to be pricing at the maximum rate
they want to use, then offer discounts when business is slow. Those discounts
are how Pirate Ship has been coming up with lower rates than what shows in Notice
123.

I just dug up the email, thanks!
"While the Postal Service announced they're not adding any Holiday Surcharges
this year, on November 18th they are changing Priority Mail rates everywhere
you can buy postage online."

But, if I'm reading it right it looks like only for certain zones, tiers
& and type of service.
