Found these amongst some Belville items including carpet01.

Figures are clearly Belville but I cannot find these figures, both seem unaltered
and in good condition.
Cloth, fringed like top ?

Belville figures do come apart with a bit of force (I think they’re pins on the
end). I have a box full of odd parts for figs where one of the pieces is broken.
The one on the left has the wrong legs and the one on the right appears to have
a different skin tone on her arms and face in your picture.
The cloth I’ve never seen in any of my sets.

Swapped legs to complete belvfemale09.
The other torso is actually from belvfemale10.
Tried pulling apart and found it quite easy if you did it correctly.
I now have one figure and a mixed bodies mortuary lot as in NCIS.

bought my daughter was a Bellville set at Legoland, California. I remember it,
