Minifigures on BrickLink are defined by how they first appear fully built in
set instructions and any other alternate builds are considered play scenarios.
In this case, the instructions clearly show Bo-Katan first appearing fully built
with her helmet and not the hair. Therefore, the hair is a play scenario piece
and not considered part of the minifigure.
