For some reason when I try to upload an XML and click 'Proceed to verify

How many lots are you trying to upload? I think usually it might throw an error,
but if you're trying to upload too much at a time (over 1K lots) it'll
likely fail. I haven't tried an upload since the site came back up though
to see if it's behaving differently.
They're also likely more overloaded than usual with the backlog of parts
being uploaded by sellers.

I tried with different XMLs, no one worked. They're all just loading infinitely
when I click on 'proceed to verify items'. I even tried to make a new
account and tried on different computers and different wifis. Nothing worked.
I'm wondering if anybody else has the same problem.

I can confirm I am also seeing the same issue. If you are on a windows machine
and hit F12 in your browser to get the network developer tool open, you will
see that once you hit the 'Proceed to verify items' button on the XML
upload page, that the API actually throws a "403 forbidden exception".
Bricklink may have disabled the use of the upload page during their outage to
help keep load down on their servers. In any case, hopefully it gets addressed
soon, but I'm afraid we won't be able to upload until they fix their
backend.
