Same here when trying to send an invoice. A slight teething issue or two was
to be expected, to be fair - like you say it might well just be everyone trying
to do everything at the same time. I'l try again in a couple of hours.

I have never seen a request quote button in my carts, even before the incident.
Am I looking in the wrong place?
Not placed in an obvious position in my opinion. But if a store allows it, I
think it usually shows up at the end just before clicking make the payment or
what ever the final click is called. Instead there is a spot to click request
quote.
Two things have to happen for you to see that option:
1) the seller must allow quotes
2) you must select a "manual shipping method"cannot be instant checkout)
during checkout and it will then show on the righthand side of the page for you
to "request a quote"
